SMDC Simulation Center Operation and Maintenance Services

Description: The Department of the Army, Space and Missile Defense Command (SMDC), has a continuing requirement for technical services, operation, maintenance, and management requirements for the Simulation Center (SC)

Requirements:

  • Systems Operation: 
    • The contractor shall operate the SimCtr, Monday through Friday, from 0700-1800 providing both classified and unclassified processing capability to authorized users. On occasion, the contractor may be directed by the Contracting Officer’s Representative (COR) to extend the normal hours of operation
    • The contractor shall provide all the administrative functions needed to operate, maintain, upgrade or procure, and integrate high performance computer resource systems
    • Unclassified remote network access to the SimCtr shall be given 24 hours a day, 365 days/year (366 on Leap Years). Classified network remote access shall be available from 0800-2300, Monday through Friday
    • The contractor shall turn off the classified processing and classified network(s) at 2330 Monday through Friday, unless directed otherwise by the COR
  • Execution: The Contractor shall provide management, operational, and technical support to user projects
  • Planning: The contractor shall develop, and submit for approval a comprehensive management plan for the next Fiscal Year (FY) prior to 1 September of the current FY. (CDRL *003)
  • Requirements Process: 
    • 2.4.1 All requirements will be conveyed through the COR to the Contracting Officer for approval
    • 2.4.2 User Requests: New user requests from whatever source (DoD, Non-DoD Government Agency or contractor) shall be referred to the COR for appropriate action
    • 2.4.3 Travel: Actual travel shall be approved by the COR and Contracting Officer prior to the start of the travel
  • Configuration Management: 
    • 2.5.1 The contractor shall develop, implement and maintain a Configuration Management procedure for hardware and software components, disks, tapes, documents, library system configurations, and facility configurations that provide: 1) configuration identification (drawings and specifications), 2) configuration control and 3) support for reviews and audits required for the programs
    • 2.5.2 The contractor shall provide copies of configuration management documents to the Government. (CDRL *003)
  • Quality Assurance: The contractor shall develop, implement, and maintain a quality assurance program to ensure that products and services conform to requirements
  • Reports: 
    • 2.7.1 The contractor shall provide monthly Funds and Labor Hour Expenditures, and Contracts Funds Status reports. (CDRL *001, *002)
    • 2.7.2 The contractor shall provide quarterly reports of scientific and technical progress. (CDRL *004)
  • Program Reviews: The contractor shall provide quarterly program reviews to present the accomplishment of technical and programmatic efforts. (CDRL *001, *002, *004)
  • Delivery Media: The contractor shall insure that all electronic media delivered under this contract are virus free
