Understanding "Entity" on SAM.gov

What counts as an entity and why registration matters

What Is an Entity?

On SAM.gov, an "entity" refers to any organization or individual that wants to do business with the federal government. This includes:

  • Prime contractors bidding directly on federal contracts
  • Organizations and individuals applying for federal awards or receiving loans
  • Sole proprietors, corporations, partnerships, and federal agencies
  • Parties that are suspended, debarred, or excluded from government transactions

Why Register?

Entity registration on SAM.gov is required to bid on government contracts, apply for federal assistance, and receive federal payments. Without an active SAM.gov registration, your business cannot participate in federal contracting.

Preparing to Register

Documents and information you need before starting

Required Documentation

Before beginning your registration, gather these documents and have them ready:

  • Employer Identification Number (EIN) from the IRS (or SSN for sole proprietors)
  • Proof of business formation (articles of incorporation, business license, etc.)
  • Tax information (TIN, tax ID documentation)
  • Banking information for Electronic Funds Transfer (EFT) setup
  • NAICS codes that describe your business activities
  • Physical business address (not a P.O. Box)
  • Government Business Point of Contact (POC) name, email, and phone number
PRO TIP: Keep digital copies of all documents on hand so you can upload them if necessary during the registration process. This saves time and prevents you from having to restart sections.

SAM.gov Account Required

Before starting entity registration, you must already have a SAM.gov user account. If you don't have one yet, go back and complete the "How to Create a SAM.gov Account" lesson on the E2G Platform first.

Starting Your Registration

Logging in and creating a new entity

Navigate to SAM.gov

Go to sam.gov and click "Sign In" from the homepage. After logging in with your user account credentials, you'll be taken to your Workspace.

Find the Entities Widget

In your Workspace, locate the "Entities" widget. This is your starting point for new registrations. Click "Get Started" to begin.

Create New Entity

You'll be guided through a series of initial questions that help the system understand your entity type and needs. When prompted, click "Create New Entity" to begin inputting your business details.

IMPORTANT: Make sure you're using the correct login credentials. The person who creates the entity registration becomes the administrator. Choose wisely who in your organization should hold this role.

Answering Registration Questions

Defining your goals and entity requirements

Define Your Goals

The system will ask: "What is your goal?" You'll choose from options like:

  • I want to do business directly with the U.S. federal government
  • I want to do business with an organization that receives funds from the federal government
  • Other

For most small businesses pursuing federal contracts, select "directly with the U.S. federal government."

Specify Who Requires Your Registration

Indicate whether your registration is required by a federal agency, a prime contractor, or another party. Your answers shape the registration path and determine which sections you'll need to complete.

PRO TIP: Answer carefully and honestly. Your responses influence which registration sections appear and what information you'll need to provide. Incorrect answers can lead to an incomplete or incorrect registration.

Entity Type and CAGE/NCAGE Codes

Identifying your entity type and obtaining required codes

Government or Private Entity?

You'll be asked whether you're registering a government entity. For most businesses, the answer is "No". This selection affects your registration requirements and the opportunities you may qualify for.

CAGE/NCAGE Codes

  • CAGE Code (Commercial and Government Entity): For domestic (U.S.) entities. If you don't already have one, it will be assigned automatically during the SAM.gov registration process.
  • NCAGE Code: For international entities. Must be obtained separately before registration.
GOOD NEWS: If you don't have a CAGE code yet, don't worry! SAM.gov will assign one to you automatically as part of the registration process. It typically arrives within a few days.

Enter Existing Codes Carefully

If you already have a CAGE or NCAGE code, enter it exactly as issued. Errors in code entry can delay your registration by days or even weeks.

Entering Your Entity Information

Legal details, addresses, and business information

Legal Business Name

Enter your legal business name exactly as it appears on official government documents (IRS records, state filings, etc.). Any discrepancies between your SAM.gov registration and your tax records can cause delays or rejections.

Business Address

Provide your physical business address. P.O. Boxes are generally not accepted as the primary address. If you work from home, use your home address.

Point of Contact Information

You'll need to provide information for your Government Business Point of Contact (POC) and Electronic Business POC. These contacts receive official communications from SAM.gov and federal agencies.

Double-Check Everything

The system will guide you through each validation step. Follow prompts carefully and review each section for completeness before moving on. It's much easier to fix errors now than after submission.

CRITICAL: Your legal business name, EIN/TIN, and CAGE code must all match. Mismatches are the #1 reason registrations get rejected or delayed. Triple-check these fields before proceeding.

Reviewing and Submitting

Final review, submission, and confirmation

Entity Review Page

Before submitting, SAM.gov presents a complete Entity Review page showing all the information you've entered. This is your last opportunity to catch and correct mistakes before submission.

Review Checklist

  • Legal business name matches your IRS/tax records exactly
  • EIN/TIN is correct
  • Physical address is accurate and complete
  • NAICS codes are listed correctly
  • Point of Contact information is current
  • Banking/EFT information is accurate

Submit Your Registration

Once you're satisfied everything is accurate, click "Submit". This commits your registration to the verification process. You should receive:

  • An on-screen confirmation that your submission was received
  • A confirmation email sent to the email address on file
PRO TIP: Take a screenshot of the confirmation screen and save the confirmation email. These serve as proof of your submission date, which can be important if you're responding to a time-sensitive solicitation.

After Submission: What to Expect

Activation timeline, troubleshooting, and status checks

Activation Timeline

After submission, expect your registration to take at least 10 business days to become active. Be patient, but monitor your email for any notifications or action items.

If Issues Arise

Sometimes validation fails (TIN mismatch, CAGE code issue, etc.). If this happens:

  • You'll receive an email with specific instructions on how to fix the issue
  • Follow the instructions to update and resubmit your information
  • Check your spam/junk folder regularly, especially for messages to the Government Business POC email

Checking Your Registration Status

  1. Sign in to your SAM.gov account
  2. From the homepage, select "Check Registration Status"
  3. Enter your Unique Entity ID or CAGE Code
  4. Click "Search" to view your current status
REMEMBER: Your registration must be renewed every 365 days. Set a calendar reminder for 30 days before expiration. If your registration lapses, you cannot receive contract awards or payments until it's renewed.

Day 1 Gather documents and review the Entity Registration Checklist
Day 1-2 Complete the registration form on SAM.gov (allow 30-60 minutes)
Day 2-3 UEI assigned (typically within 1-2 business days)
Day 3-5 CAGE code assigned (if you didn't already have one)
Day 5-15 IRS TIN validation and entity verification processing
Day 10-15 Registration active! You can now bid on federal contracts
Day 335 Renewal reminder - renew 30 days before expiration (Day 365)
